The Arkansas Advanced Energy Association (AAEA) is the business voice for advanced energy in Arkansas. The Foundation is dedicated to informing the energy policy debate with well-researched, fact-based data on the advanced energy economy in Arkansas and by providing a public forum where state industry and government leaders can address Arkansas’s energy challenges for the future. Now Hiring: Arkansas Advanced Energy Legal Counsel

The Legal Counsel provides regulatory, legislative, and general legal support to AAEA and AAEF with a strong emphasis on utility regulation and Arkansas Public Service Commission (APSC) proceedings. Key responsibilities include:
Monitor, review, and analyze regulatory filings, testimony, settlements, and orders in active APSC dockets, with special focus on resource planning, rate cases, transmission, renewable energy, storage, and financing mechanisms.
Draft, edit, and file legal documents including comments, motions, petitions to intervene, discovery responses, briefs, and settlement positions.
Serve as counsel during APSC hearings, workshops, and technical conferences; prepare cross-examination questions and testimony strategy for staff and partner intervenors.
Provide legal and policy guidance to staff, members, and external partners on energy regulation, legislative proposals, administrative law, and compliance matters.
Support AAEA’s policy positions by conducting statutory, regulatory, and case-law research and preparing legal memoranda and strategic recommendations.
Collaborate with the Executive Director and External Affairs team to evaluate legislative proposals, develop policy language, draft bill language when requested, and support stakeholder negotiations.
Review contracts, MOUs, grant agreements, scopes of work, and governance documents to ensure compliance and risk mitigation.
Maintain awareness of federal and regional regulatory developments (FERC, SPP, MISO, EPA) and assess implications for Arkansas’s energy landscape.
Work closely with member companies, municipal partners, counties, and developers to clarify regulatory requirements and support responsible project deployment.
Provide internal training and knowledge resources to staff regarding legal processes, regulatory timelines, and procedural best practices.
Engage in advancing energy policy by participating in regulatory proceedings, legislative processes, and strategic policy development while coordinating with public and private stakeholders.

Juris Doctor (JD) from an accredited law school.
Active license to practice law in Arkansas or eligibility for prompt reciprocity.
Demonstrated experience in utility regulation, energy law, administrative law, or closely related fields.
Strong legal research, writing, and analytical skills, with the ability to translate complex regulatory issues into plain language.
Ability to work independently and manage multiple matters in fast-moving regulatory environments.
Excellent communication skills, including written, verbal, and interpersonal.
Comfort interacting with government agencies, utilities, intervenors, and industry stakeholders.

3-7 years of experience practicing in public utility regulation or administrative proceedings.
Prior experience before the Arkansas Public Service Commission or similar regulatory bodies.
Familiarity with integrated resource planning, rate design, renewable project development, grid planning, wholesale markets, and economic regulation.
Experience collaborating with trade associations, nonprofits, or policy-driven organizations.
Knowledge of federal regulatory structures (FERC, EPA, DOE) and regional transmission organizations (SPP or MISO).
Experience drafting legislative language or supporting legislative processes.

This position offers a salary up to $120,000, based on experience, expertise in utility regulation, and overall fit.
Compensation includes a comprehensive, competitive benefits package.
